  1. Is there some way to effectively reduce the number of unwanted dogs? That seems like a better thing to focus on to me.

    • There are many ways to do that, and good shelters often invest resources into that. One problem is that as you reduce the number of unwanted dogs by other means, the financial incentive to open up a puppy mill increases. As such, the dog-helping movement generally tries to pursue a combination of goals including getting dogs adopted, getting people to spay and neuter, increasing awareness about puppy mills, and pushing legislation to disincentivize or criminalize those mills.

  2. OK I need a guidebook to understand the inner workings of all these relationships. I felt like I was in a Marx brothers movie. Who are these people.
